Drafting And Review of Programme Implementation Action Plan for The Fourth National Development Plan at The Court of Appeal
Earlier: The Administration of Justice Programme Planners Group in charge of drafting and preparation of Programme Implementation Action Plan (PIAP) for the Fourth National Development Plan(NDPIV) held a meeting at the Court of Appeal.
The meeting which was chaired by Mr Arinaitwe Herbert, Assistant Commissioner, Directorate of Community Service - Ministry of Internal Affairs was intended to incorporate comments and suggestions from the joint Technical Working Group(TWG) meeting held on 9th July 2024.
Some of the key issues that arose from the Joint TWG meeting held on 9th July 2024were; the need to integrate traditional approaches of dispute resolution to the formal justice system, consideration for civil litigation and dedicated interventions to unlocked funds locked in commercial and land cases, paying attention to access to justice for vulnerable persons and provision of legal aid.
The others were more funding to in depth research under the Programme, partnerships and coordination, strengthening data management and monitoring and evaluation to understand how well innovations and interventions are performing on the ground and the constraints they are facing therein.
Other proposals are to have an Administration of Justice Programme Week where AJP actors go into communities (regions) to sensitize and interact with the public and receive complaints and feedback, ICT experts from different institutions to have a separate meetings to compare and contrast the progress being made in digital Innovations and automation of business processes to enable effective integration of systems, do an human resource analysis in the AJP to show the staffing gaps in institutions along the justice chain, among others.
Way Forward
During the meeting, it was agreed that institutions provide final input by Monday 15th July 2024. The improved PIAP and NDPIV Chapter will be discussed by the Programme Working Group chaired by Permanent Secretary/ Secretary to the Judiciary, Dr Pius Bigirimana and subsequently approved by the Leadership Committee chaired the Chief Justice, Justice Alfonse Chigamoy Owiny - Dollo and submitted to National Planning Authority.
In attendance were representatives of Programme institutions and Development Partners.
